turning off vista security "features"

hi all, my dad just bought me a new dell desktop with a version of windows vista (not sure which one,) and on a wireless network with a speed of at least 5 mb, the desktop's transmitting at about 4kbps! slower then dialup!!! we are thinking this is some vista security thing, but can't figure out how to turn it off. and we know it's not the network, my dads laptop sitting right next to it is fine. Any ideas?
